No doubt you have an expectation of how the fax modem should function with your Mac. In my experience, people want a modem that the Mac will detect and be able to use in ways such as dial-up and faxing (sending and receiving). In Apple's world, to have dial-up, send faxes, and receive faxes all without extra setup/configuration then you need one of Apple's USB modems. Apple's built-in support for their USB modems opens up the possibilities for all three scenarios.

If you buy a third-party USB modem or a USB-to-serial cable and a third-party serial modem, then you limit yourself either partially or severely. This is where your expectations will turn into frustration.
1) Apple's built-in dial-up support just requires a serial port. Whether third-party drivers are installed or not, the serial port requirement is easy to hit.
2) If you want to send faxes using the built-in Print/Fax capability, then you need either Apple's USB modem or a modem that is CDC-ACM compatible AND makes use of Apple's built-in CDC-ACM kernel extension (driver). Non-CDC-ACM modems or modems that use their own serial drivers won't have access to the Print/Fax capability.
3) If you want to receive faxes, then the easiest modem is of course Apple's. However, CDC-ACM modems using Apple's built-in CDC-ACM kernel extension CAN receive faxes with some modifications to an efax configuration file (and make sure the modem gets plugged into the same USB port if future use of such feature is desired, otherwise one needs to keep modifying that configuration file). Again, non-CDC-ACM modems or modems that use their own serial drivers won't have access to the Print/Fax capability.

So, check your expectations on what you want the modem to do for you and how easy you want those features to be to use.
